The Challenge
Modernising the UK's largest electrical certification platform whilst preserving decades of embedded business rules.
Certsure's NICEIC Online Certification System (NOCS) sits at the heart of electrical certification in the UK, supporting hundreds of thousands of certificates every year for more than 120,000 registered electrical professionals.
After many years of continual enhancement, the existing platform had become increasingly difficult to evolve. Complex certification workflows, user permissions, regulatory requirements and integrations had accumulated over time, making further development progressively more challenging.
Replacing the platform was not simply a software redevelopment project. Decades of certification history, business rules and operational knowledge needed to be preserved whilst delivering a modern, secure platform capable of supporting future regulatory change and continued operational development.

Our Approach
Understanding how thousands of users, business rules and regulatory requirements interact before redesigning the platform.
Rather than beginning with the technology, we began by understanding the people, processes and regulations that underpin electrical certification in the UK.
Working closely with Certsure, we mapped how different user groups interacted with the platform, identifying complex certification workflows, permissions, approval processes and business rules that had evolved over many years. This provided a complete picture of how the system operated and where improvements could be made without compromising compliance or disrupting established ways of working.
User experience formed a central part of the redesign. We reviewed every stage of the certification journey, developing prototypes and proofs of concept that allowed Certsure to validate key workflows before development began.
Alongside the platform redesign, we planned the migration of decades of certification history, including tens of millions of certificates and supporting documents, ensuring existing records remained available whilst providing a seamless transition to the new cloud platform.

The Solution
A configurable cloud-native certification platform built for long-term regulatory change.
Psycle delivered a cloud-native certification platform designed to provide Certsure with the flexibility, resilience and scalability required to support a continually evolving regulatory environment.
At the heart of the solution is a configurable, JSON-driven certificate framework that allows new certificate types, business rules and validation processes to be introduced more efficiently as regulations and industry requirements change, reducing the need for extensive redevelopment.
The platform incorporates role-based permissions, digital signatures and browser-based certificate generation, supporting complex governance processes whilst providing a more intuitive experience for electricians, Qualified Supervisors and Certsure administrators.
The platform integrates with Certsure's wider business systems, including Salesforce, Sage, Microsoft Entra and AWS Cognito, creating a secure, connected ecosystem that supports complex certification workflows whilst providing the flexibility to evolve alongside changing regulations and future business requirements.
